ECSD LINC Program Manager

Compensation: Hourly $30 - $50
Start Date: May 1, 2021

Primary Focus: The primary responsibility is the overall management of the Language Instruction for Newcomers to Canada (LINC) Program funded by the Federal Government to adult learner new immigrants to Canada. This role is responsible for implementing programs, staffing and supervision of program staff. They are also accountable for financial and budgetary aspects of the programs.

Job Responsibilities and Duties

  1. Coordinate and manage LINC Programs designed for Newcomers to Canada
    2. Participate in financial activities such as: preparing budgets, authorizing and reviewing expenditures, variance (slippage) analysis, planning for contribution agreement negotiations and renewal
    3. Participate in human resource recruitment, contract assignments, compensation
    practices, policies, practices, procedures, contribution agreements, supervisory
    principles and performance management practices
    4. Prepare applications/amendments for funding from the Federal Government which include program details and budget breakdowns
    5. Direct supervision of LINC Administration Team
    6. Conduct staff meetings and staff evaluations of LINC Administration Team
    7. Review and sign-off of monthly payroll
    8. Oversee operation of all LINC programs: supplies, program student intakes, class distribution, student placement
    9. Provide Bi-annual Narrative Reports, Annual Performance Reports and other reports as requested to Immigration, Refugee and Citizenship Canada (IRCC) which include program activity narrative, outcomes, inputs, evaluations, statistics, challenges, and trends
    10. Liaise with contact people from IRCC, Edmonton Catholic Separate School Division (ECSD) Superintendent (Student Support Services), Manager Financial Operations (SSS) and HR Business Partner (SSS), Catholic Social Services (Language Assessment and Referral Counselling Centre - LARCC), Edmonton Regional LINC Advisory Committee (ERLAC) and other LINC Schools
    11. Attend meetings and conferences, as required
    12. Act as the chairperson for the ERLAC Committee


- B.Ed and/or diploma or Management training/certification or equivalency
- Advanced knowledge of LINC program services, policies, procedures and regulations related to funding, operations and programs in a leadership role is required
- Working knowledge of budgeting, forecasting, administration, contribution agreements and reporting
- Working knowledge of Human Resources principles and practices
- Experience working in a cross-cultural setting
- Experience working with second language methodology
- Understanding of issues facing immigrants in Canada
- Working knowledge of Microsoft Office and the programs associated with it
- Knowledge of record management principles and practice and FOIP Legislation
- Knowledge of safety in the workplace and Occupational Health and Safety regulations and practices
- Effective leadership skills and the ability to guide and advise staff
- Ability to communicate effectively and work cooperatively with staff, students, funders, community partners, and others
- Excellent organizational skills with the ability to respond to multiple job demands
- Strong project management, implementation, budgeting, consultation and negotiation skills and the ability to influence decision making

LINC is funded by Immigration, Refugees, and Citizenship Canada (IRCC)

Hours: 44 hours/per week

Schedule: Monday - Friday
